How It Works

The FAA STC
Approval Process

We manage the entire STC certification process — from initial feasibility and PSCP development through FAA coordination and final STC issuance. You get direct DER access at every stage.

STEP 01

Feasibility & PSCP Development

We assess your proposed modification, establish the certification basis, and draft the Project Specific Certification Plan (PSCP) — the foundational agreement between your program and the FAA that defines compliance methods and milestones upfront.

STEP 02

Engineering Data & DER Approval

Our in-house DER works directly with your engineering team to develop, review, and approve the compliance data package — analyses, test plans, drawings, and Form 8110-3 findings — before FAA submission. Clean packages, fewer comment cycles.

STEP 03

FAA Coordination & STC Issuance

We coordinate directly with the Aircraft Certification Office (ACO) and manage all FAA interactions through to final STC issuance. Our FAA insider experience means we anticipate reviewer questions before they become comment cycles.

What We Cover

FAA STC
Certification Services

From engine modifications to fuel system redesigns — if it requires FAA design approval, our DER-led team has the delegations and experience to certify it.

Who We Work With

Prime Propulsion is sized for manufacturers and developers who need senior DER attention without large-firm overhead or long handoff queues.
  • Aircraft and engine OEMs developing new modifications

  • Aerospace manufacturers seeking STC authority to enter new markets

  • MRO operators formalizing proprietary modifications into STC-approved changes

  • International manufacturers pursuing FAA STC for U.S. market access

  • Companies needing STC to support a PMA or Repair Specification program

01       Engine & Powerplant STC (Part 33)

Full STC certification for Part 33 engine modifications — fuel system integration, performance upgrades, accessory changes, and combustor redesigns. AC 33-series guidance applied throughout.

02       Fuel System STC (Part 23 & 25)

STC certification for aircraft fuel system modifications under Part 23 and Part 25. Our primary specialty — we understand the regulatory framework and FAA expectations inside and out.

03      Project Specific Certification Plan (PSCP)

Development and FAA agreement of the PSCP that defines your certification basis, means of compliance, and program schedule — the document that governs your entire STC program.

04      DER Form 8110-3 Approvals

In-house DER with Part 23, 25, and 33 delegations. We provide the engineering findings and Form 8110-3 approvals that close the compliance loop with the FAA ACO.

05      Compliance Matrix & Means of Compliance

Development of the compliance matrix mapping every applicable regulation to a specific means of compliance — analyses, tests, inspections, or similarity. Built to withstand FAA scrutiny.

06      FAA ACO Coordination

Direct coordination with the Aircraft Certification Office at every milestone — from initial project notification through conformity inspection, ground test, and final STC issuance.

Why Prime Propulsion

Why Choose Our
STC Consultants

STC programs are high-stakes and long-cycle. Here's why manufacturers trust us to lead theirs.

Your Engine & Powerplant Team

Our core specialty is Part 33 engine certification and Part 23/25 fuel systems. These aren't sideline services — they're where our team has spent careers. We understand the technical depth these programs require and the FAA expectations that govern them.

FAA Insider Knowledge

We bring experience from both sides of the certification table — FAA and private industry. We know how ACO reviewers evaluate STC submissions, what generates comment cycles, and how to structure a PSCP that survives FAA scrutiny from day one.

DER-Led from Day One

Every STC program is led by our in-house DER — not handed to one at submission. Your DER is involved from PSCP development through final findings. That continuity eliminates the rework and miscommunication that delays most STC programs.

Right-Sized for Your Program

We work with manufacturers and developers who need senior certification expertise without large-firm fees and layered project management. Direct access to your DER. Clear communication. A team that treats your STC program as a priority throughout its lifecycle.
